Planning Department staff presented draft zoning text amendments and a recodification plan for the North Logan land‑use code, and commissioners agreed to handle the work in phased “packets” with public hearings on each packet followed by a single final ordinance adoption.
Scott (city planning staff) said the first packets, labeled 12A and 12B, are primarily administrative: reorganizing general provisions and administration, updating definitions to match state code, and clarifying the roles of the city council, planning commission, zoning administrator and the development review committee. He said the effort follows adoption of the city’s 2025 General Plan and City Center Master Plan and is intended to put the general plan policies into enforceable code language. “Everything that is in red is added language. Everything in black is existing language,” Scott told commissioners as he walked through the packet layout.
Scott described the Land Use Development and Management Act (LUDMA) as the state framework the city must follow and reminded the commission of recent statutory changes that required local code updates, mentioning SB 472 as an example of a bill that altered subdivision review procedures. Commissioners discussed whether procedural details should live in the municipal code or in an externally maintained checklist or procedures document; several commissioners suggested keeping procedural checklists outside the ordinance text (under version control) to avoid amending the ordinance each time internal procedures change.
Commissioners favored a phased public engagement strategy: hold public hearings on individual packets (so the public can focus on discrete topics), gather public input as the packets progress, and then hold a final public hearing when the full suite of code changes is assembled into a single ordinance for adoption. Scott said some later packets will be more substantive—zoning incentives and infill ordinances—and will merit more deliberation. He urged commissioners to comment in the cloud document provided as packets are released.
No formal vote was taken on the code text at this meeting; staff will circulate the packets and return with recommended language and a public hearing schedule.
