Montgomery County school board approves superintendent leadership profile

The Montgomery County Public Schools Board of Education unanimously approved a superintendent leadership profile during a special-called meeting on Feb. 18, 2025, after staff presented results of community feedback and appended two audit and report documents to the profile.
Dr. Joseph, presenting the update, told the board the profile reflects five priority areas community members identified for the next superintendent: commitment to student achievement and equal opportunities, visionary leadership and strategic planning, servant leadership and community engagement, transparency and ethical leadership, and operational and fiscal stewardship. "We would come back today, to give the community an opportunity to provide feedback on it," Dr. Joseph said.
The presenters reported that 66 community members completed the feedback form. Of those respondents, 95% indicated the draft profile was accurate as written. Presenters said about half of the people who completed the feedback form had participated in either a focus group or the original survey. The presenters also reported that 55 of 59 respondents answered a satisfaction question affirmatively and that reviewers identified a total of 12 written comments; presenters said none of those comments required revision of the draft profile.
Board Member Cloud asked for specific documents to be attached; in response, staff added two items to the profile appendices: the CMSI curriculum audit (August 2023) and the Commission on Teaching and Learning final report (2023). Dr. Joseph said those materials were included so "individuals to see as this was an important piece of the work that needs to continue as we move forward." The transcript text included the added-appendix descriptions as presented by staff.
Board President opened the motion to accept the leadership profile; a board member moved and another seconded (movers and seconders not identified in the record). The board approved the motion by a show of hands. The president declared, "It is unanimous." The meeting then was adjourned.
The profile approval advances the district's superintendent search process by establishing the priorities and documentation that will guide candidate evaluation and community engagement; the board did not name next steps or dates for hiring in the transcript of this meeting.
