Revere Licensing Commission approves juice bar at Motive Action, gives two restaurants until Jan. 6 to fix compliance issues

The Revere City Licensing Commission approved a common victualer license for Motive Action Wellness Club LLC, doing business as Motive Action, to operate a juice bar inside its fitness center at 220 Broadway, with requested hours from 6 a.m. to 9 p.m. and seating for eight.

The decision came during the commission’s regular meeting, where commissioners also set provisional renewal conditions for two restaurants that lack required paperwork. Lupita’s restaurant was issued a provisional license because the commission had no liquor-liability insurance on file and no certificates of inspection; the commission said the license will be null and void if those items are not submitted by Jan. 6. Esquite Taqueria also must provide a certificate of inspection and resolve outstanding fire-department issues by Jan. 6 to keep its license.

The approvals mark routine licensing business for the city but underscore local enforcement of insurance, inspection and fire-safety requirements that the commission said must be addressed before full renewals are issued.

Motive Action’s manager, Jusilisa Zarafullina, told the commission the business is a boutique gym that will offer hourly classes such as cycling, boxing and weight training and that the juice bar will sell ready-to-go snacks and prepared protein and fruit juices. “We would like to add a little amenity for our clients. That is going to be a juice bar,” Zarafullina said.

A commission member made a motion to approve the application and another member seconded it; the commission approved the license during the meeting.

The commission also took several administrative steps: it approved the minutes of the Nov. 20, 2024 meeting; tabled a transfer application for Joe’s Airport Sunoco, 2501 Lee Burbank Highway, because no representative was present; and continued a hearing for RKE Corp., doing business as BK’s Bar and Grill, to the next meeting.

Commission staff read three communications from the Massachusetts Alcoholic Beverage Control Commission: (1) a notice of changes expanding farmers market permits to include farmer brewers, pub brewers and farmer distillers in addition to farmer wineries; (2) an advisory that state law now allows certain qualified aliens under the federal Immigration and Nationality Act (8 U.S.C. §1101) to serve as alcohol-license managers and to apply for retail alcoholic beverage licenses as sole proprietors or partnerships; and (3) a notification approving an alteration of licensed premises for Cafeteria La Delicias Colombianas, Inc.

Officials listed a broad set of license renewals scheduled for the season (restaurant all-alcohol; off-premises malt and wine; restaurant malt and wine; innholder; club; veterans’ club; common victualer; entertainment; ID-holder; pool table; automatic amusement device; parking lot; precious-metal dealer; class 2 motor vehicle dealer; lodging house; pawn broker; secondhand dealer). Most renewals will proceed, the commission said, but a small number have outstanding requirements to be resolved in the coming weeks.

The commission closed the meeting with holiday greetings and a motion to adjourn until Jan. 15; the motion was seconded and approved.
