Forest Park board members discussed plans to reuse buildings at the Forest Park site, including converting space for events and smaller offices, and raised concerns about a long-term tenant who has continued paying rent to the city amid unclear lease paperwork.
"Being fair to the tenant that's been there that long. And all this while, he had been paying rent. He had just been paying it to the city," said Speaker 1, a board member, describing the board's concern that the tenant continued to pay prior rent because a new lease had not been presented.
The discussion also covered parking, construction progress, elevator costs and budget constraints, and the formation of a standing committee to set leasing policy and community programming. "We need to do something on a slightly smaller scale to actually do something for some people," Speaker 1 said when urging the board to pursue community-focused uses alongside business tenants.
Speaker 3 described an idea to use part of the building as an event hall while keeping existing downstairs dental offices and subdividing other spaces into smaller offices. "The event hall, I think, is a good idea because it's we have a lot of events in Forest Park. People need event space," Speaker 3 said.
Board members discussed the site plan and adjacent lots by number. Speaker 1 said one row at lot 842 can house about 35 parking spaces and that development of lot 850 should increase attention and demand for the 842 parcel. The transcript records: "Right now, we're just using that 1 row of 842. We're only gonna use that first row, which will house about 35 parking spaces. Construction and budget details were discussed but remain incomplete. Speaker 1 said construction work began in December and described the project as only two weeks into construction at that point. "We don't have a set timeline right now. Right now, we're still waiting on elevator costs and other... we have some budgetary constraints," Speaker 1 said.
Several members asked to form a committee to guide tenant selection, revenue strategies and community programming without creating a quorum for the full board. Speaker 6, describing prior conversations with potential tenants, said the group would coordinate informal meetings before the next full meeting, which Speaker 6 said they believed is scheduled for Jan. 22. "So we'll set up some times where we all can get together. I guess separate times because we don't want to quorum. But, yeah, we'll work on that," Speaker 6 said.
Board members also raised internal operational concerns. Speaker 1 thanked a staff member named Charice for handling much of the paperwork and said the board pays part of her salary; the board discussed finding ways to ensure her work is fairly compensated.
