Sullivan County Legislature moves multiple resolutions in blocks, amends funding line and sends letters to state and federal officials

The Sullivan County Legislature handled a broad slate of routine business at its full-board meeting, moving several resolution blocks, approving an amendment to a funding resolution and approving two handout resolutions that required a rules waiver.
Clerk-reported communications preceded the resolutions. Legislator Catherine Scott moved to take resolutions 1 through 9 in a block; the motion was seconded by Legislator Matt McPhillips and the block passed. Later, a motion was made to move resolutions 11 through 43 in a block; that block also passed. During consideration of resolution 10, a legislator stated the committee version carried $36,000 but the posted version showed a different figure; members moved and approved an amendment to correct the amount to the committee-recommended figure. Members then approved the resolution as amended.
The body also considered resolution 44, which passed with recorded abstentions. The meeting record shows at least one legislator stated an intent to abstain prior to that vote and the clerk announced abstentions during the tally. Several votes were announced orally with counts reported as “7” and “6” in the record; the clerk confirmed those results on the floor.
Two handout resolutions were introduced and moved after the legislature waived rules to consider them. One authorized the legislature to send a letter to the governor and the state Commissioner of Corrections “in support of correction officers in the state of New York.” The other authorized a letter to federal representatives in support of reinstating the “You for You” (text as spoken) visa program. Both handout resolutions were moved, seconded and approved after the rules waiver.
During the meeting members also handled standard housekeeping votes (committee authorizations, appointments and clerk-confirmed reports). Several motions and seconders were recorded on the audio record; the clerk announced the results after each vote and several roll-call style confirmations were given for blocks of resolutions.
The legislature announced it would hold public comment at the end of the meeting and continued with remaining agenda business.
