The Pulaski City Council on an administratively busy meeting approved several resolutions and procurement steps intended to complete wastewater and water projects, pursue housing funds and authorize routine equipment purchases.
Council members approved a resolution authorizing the city to borrow $5,000,000 to finish work on the wastewater treatment plant, voted to submit an application to the Tennessee Housing Development Agency (THDA) Home Fund Grant program, adopted engineering contracts and change orders for water and sewer projects, and authorized an emergency repair to an altitude valve that serves the Jackson tank.
The borrowing resolution was presented as the final funding step to complete ongoing wastewater treatment plant construction and was approved by roll call. Separately, council members approved submitting a THDA Home Fund grant application intended to support home repairs and, potentially, full teardowns and rebuilds in eligible cases; council discussion referenced a maximum program award of up to $500,000 to the applicant jurisdiction. The council also approved a change order that extends the contract for the wastewater treatment plant and adopted an engineering contract for a 16-inch water line and for design work on two water tanks.
The council authorized several smaller procurement steps: advertising for bids for a snowplow and salt spreader attachment for the street department; opening bids and referring a single $56,000 bid for pickleball-court lighting to staff with authority to award; and awarding demolition and HVAC bids that were opened earlier. The meeting included approval of two parade permits, mayoral appointments to boards and committees, and a temporary beer permit for a Giles County Chamber event.
On a time-sensitive utility repair, council members approved an emergency expenditure of $27,131.80 to replace an altitude valve at the Jackson tank after staff and the city's water system consultant recommended immediate repair because the valve was not opening fully and was impeding filling of the tank.
Votes on the record were unanimous for the items presented during the meeting. Most motions were moved and seconded by council members and adopted by roll call with each voting member recorded as "aye." Specific procedural votes recorded in the minutes included motions moved by council members identified in the meeting as Mr. Massey and Mr. Ricky Keith and seconds by other council members; the clerk conducted roll-call votes for each item.
Less-critical agenda items addressed under old and new business included status updates on a Merco demolition contract and an HVAC bid (H.C. Blake won the HVAC contract and a preconstruction meeting was scheduled), discussion of a potential airport hangar financing matter to be revisited, and follow-up on a private property at the Sonic corner where owners are reported to be awaiting bank financing. The council also discussed community events ("Pulaski Day" style recognition to be considered at a future work session).
The council moved immediately after adjournment to a brief Beer Board session and approved a temporary beer permit for a Giles County Chamber event at 110 N. Second Street for late January and mid-February dates on the record.
Procedural details: most items were placed on the consent-style portion of the agenda or were discussed at the prior work session and taken up with minimal debate at the regular meeting. Several items were described as having been discussed at the work session; the minutes record that staff members and council members had previously reviewed specifications for the snow equipment, wastewater change order and engineering design contracts.
The meeting record shows staff follow-up steps: city administration and the city's public-works staff were directed to proceed with bid advertising or with specifications review and authority to award certain contracts; staff were also instructed to continue pursuing potential donated/used equipment from the state for snow removal. The council scheduled additional construction progress visits for the wastewater work when site conditions permit.
The record contains no recorded negative votes on the items voted during the meeting; where the minutes do not list an abstention or "no," the clerk recorded "aye" for each council member present. The council did not adopt any ordinances requiring multiple readings during this session.
