Kosciusko County parks board approves Pay Application No. 3 for Nedlock, $259,209.26

The Kosciusko County parks board on an oral voice vote approved Pay Application No. 3 for the Nedlock contract, authorizing payment of $259,209.26 following a recommendation from the project's engineering reviewer.

BS Engineering reviewed the pay application and recommended approval in the consultant's usual review process, the board was told. John Nelson of BS Engineering was not present; Julia Serber of Versus Engineering attended in his place and said Nelson had asked her to represent the firm while he is absent.

“I'm Julia Serber. I work with Versus Engineering,” Serber told the board, adding she had been asked to fill in for Nelson. Board members moved and seconded approval; hearing no further discussion, the board approved the payment by voice vote and agreed to submit the pay application to the county commissioners for processing.

Board members sought clarification about the remaining contract balance referenced in the consultant’s materials. The packet identified the current pay due as $259,209.26; the transcripted representation of the remaining balance was unclear. Board members asked staff and BS Engineering to provide a clear remaining-balance figure for the contract at the next meeting.

The board also used the item to invite follow-up from BS Engineering on several construction questions raised later in the meeting, including an apparent change to the western terminus alignment of the greenway and site-specific punch-list items discussed while Versus Engineering staff were present.

The board placed the approved pay application on the agenda to be delivered to the county commissioners in the next few minutes, per the board chair.
