Finance committee backs transfer to cover Juneteenth celebration and Rec & Parks master-plan rollout

The Annapolis Finance Committee voted to forward a Recreation and Parks fund transfer to cover Juneteenth celebration costs and expenses tied to portions of the department's master-plan rollout.
Recreation and Parks staff, identified in the meeting as Miss Buckland, said the transfer reallocates unspent portions of the department’s budget to charge expenses where they belong, including costs for the Juneteenth VIP presentation and other event-related items at Carrs (Cars) Beach. "This fund transfer moves some money around to cover costs associated with the Juneteenth celebration," Buckland said. She added that flyers and other materials had been visible at Cars Beach and that some items tied to the master plan were being rolled out.
Committee members noted that in the prior year a donation partnership with Blacks on the Chesapeake had covered the celebration and confirmed that this year the city is covering the cost. Finance staff said some event-related expenditures previously budgeted in the City Manager's Office have been aligned with Recreation & Parks for FY26 and that the committee should aim to forecast such events earlier in the year to avoid year-end transfers.
The committee voted unanimously to give FT-12-25 a favorable recommendation to the council.
