Marion County approves $711,646 grant package for Parkdale Park improvements

The Marion County Board of Commissioners on Jan. 8 approved an Oregon Parks and Recreation Department local government grant and matching funds from the county's American Rescue Plan Act allocation to fund walking paths, parking, picnic facilities, lighting and a playground at Parkdale Park in East Salem.
The Marion County Board of Commissioners voted Jan. 8 to accept a $711,646 grant package to improve Parkdale Park in the East Salem Service District, using Oregon Parks and Recreation Department (OPRD) funds along with a dollar-for-dollar match from American Rescue Plan Act (ARPA) money.
Deputy Director for Public Works Dennis Mansfield told commissioners the OPRD local government grant requires a 50% match. "No county funds will be used for this grant for this project," Mansfield said, and staff intend to use ARPA funding for the match. He described planned amenities as "walking paths, improved parking, some picnic tables, barbecues, lighting...and we are also adding a playground as well."
Mansfield told the board the grant includes a stipulation in Attachment B, item 7, that the park remain a park for 25 years. He said that requirement creates "no additional impact to the county" because a prior federal land-and-water grant already required the site remain a park in perpetuity. Construction is expected in late spring, with the project targeted to be completed and open by summer.
Commissioner Cameron moved to approve the incoming-funds local government grant agreement with OPRD, specifying the total agreement amount of $711,646 and an estimated $355,823 from OPRD with an equal ARPA match. The motion was seconded and passed by voice vote.
The approved agreement sets a project completion/administrative term through Dec. 31, 2026. Staff recommended approval; no alternate funding source was requested during the discussion.
The board did not record any conditions or amendments to the grant agreement during the vote. Staff will proceed with design and procurement steps consistent with the grant terms and the required 25-year park-use stipulation.
