Avondale planning commission reviews proposed bylaws change to let alternates sit on dais

At its Feb. 18, 2025 meeting, the Avondale Planning Commission heard a staff report on proposed amendments to the Planning Commission bylaws that, if approved by City Council next Monday, would allow alternates to sit on the dais at any time.

Planning staff said the amendments "reflect some prior code amendments" and would let an alternate fill the seat of an absent member. "You may recall previously, we only had an alternate sit on the dais if we didn't have a quorum," the staff presentation said. Staff added that if the resolution passes at Council, "then we'll be able to have an alternate sit, at any time." The item was informational; no commission vote was taken on the bylaws at the meeting.

The change would bring the bylaws into closer alignment with recent code amendments and would change the circumstances under which alternates may occupy a seat during meetings. Commissioners did not take action on the amendment; staff said the City Council will consider the bylaws on its consent agenda next Monday.

The commission handled routine business before and after the bylaws report. The body approved the minutes from its Oct. 16, 2024 meeting on a motion by Commissioner Grama, seconded by Vice Chair McBurney; the clerk recorded the minutes approval as passed by majority vote with five in favor and two excused absences. The meeting adjourned following routine announcements and a planning division report.

Because the Council will consider the bylaws change on its consent agenda, any final change to alternate seating will depend on that Council action.
