Virgin planning and council members reviewed several land‑use and sign code items at the work session, including outstanding definitions for Clearview/Clear view triangles, revisions to nonconforming‑sign language, removing an in‑code uses chart, and a pending zone‑change with an associated development agreement.
Staff and councilors confirmed that definitions for terms used in the sign ordinance (for example, Clearview Triangle and the town welcome/logo sign) would be posted to SharePoint before the regular meeting so councilors and the public can review them. Councilors asked staff to edit ordinance language to replace references to a “first publication date of consideration” and to mark effective dates as “effective date of this ordinance” where appropriate in nonconforming and nonperforming sign provisions. Councilors also confirmed preference for the $750 penalty option discussed previously.
Councilors discussed three legislative items that have recorded planning‑board action: an ordinance to remove lodging and gas stations from a commercial zone, and an ordinance to remove the uses chart from chapter 30 (the uses‑chart removal were reported as having passed the planning body by a 3‑2 recommendation and are moving toward council consideration). Councilors also discussed a specific zone‑change (E‑2‑1‑21‑2342, described in the packet as a change from rural residential to commercial) that the planning staff said had been approved with an amendment intended to require protections addressing light trespass and noise decibel limits; a speaker recalled the vote on that item as 4‑1 after an earlier 3‑2 planning recommendation.
Staff said the attorney has received a draft development agreement and that it was provided to Keith Snow for review; staff will post the development agreement draft to the shared folder. Planning staff reminded councilors that testimony for items that have already had public hearings before the planning commission will generally not be taken again at the council hearing so residents are directed to testify at the planning commission. No final council votes on the zoning or sign code ordinances were taken at the work session; several items were described as moving forward to the regular meeting or under staff and legal review.
