Council approves city solar projects and financing; consent items pass

The Salinas City Council on Dec. 3 approved a package of energy projects and related financing and cleared several pulled consent items.
Solar and backup generator: Council approved a contract with NG for photovoltaic systems and a backup generator at City Hall and two other city facilities, and then approved an equipment lease-purchase agreement (financing) with Bank of America. Presenters told the council the city's existing solar portfolio (installed in 2016'17) had exceeded production forecasts and that the new installations ' El Gabilan Library rooftop (about 100 kW) and police department parking-canopy solar (about 610 kW) ' plus a backup generator for critical IT and limited HVAC/lighting would cost about $4.77 million. Staff said the financing bid from Bank of America was the lowest of five offers and showed an expected blended rate of roughly 4.25 percent over 20 years; staff estimated at least $5 million in gross energy-related savings over the 25-year project life and recommended using federal tax-credit proceeds (when received) to reduce the loan balance if council chooses.
Finance and safeguards: Selena Andrews, finance director, said 22 banks were contacted and five bids returned; the lowest came from Bank of America Capital Corp. Craig Hill of NHA Advisors explained the structure: loan proceeds held in escrow will be paid to the contractor as work is completed and debt service was matched to estimated energy savings. Council directed staff to return with any required financing agreement steps; speakers on the item asked about warranties and operations after installation.
Consent and pulled items: Council approved several previously pulled consent items after brief questions and clarification. Those included acceptance of partial construction work on one recreation project and funding for park upgrades, an item to continue the ShotSpotter gunfire detection system, and an annual allocation for the municipal art fund. Council members said they supported the park investments and asked staff to publish project timelines and to prioritize restroom safety and maintenance.
Votes at a glance: The council approved the photovoltaic contract (24-686) and the related financing and lease (24-687) by unanimous votes. The consent items pulled for discussion ' including item 628 (Closter Park upgrades), item 659 (partial acceptance/contractor transition for a park project), item 678 (ShotSpotter expansion), and item 680 (municipal art fund ordinance) ' were each approved by unanimous votes on the floor. Several council members asked for follow-up timelines, warranty details and public notices about construction schedules.
What's next: Staff will execute the financing documents and return with final contract and escrow paperwork required by Bank of America. Construction schedules were described as imminent for some park projects; staff promised to provide timelines and community updates. Finance staff also noted federal tax-credit payments will be received after project completion and can be used at the council's discretion to reduce debt or fund other needs.
