The action follows months of complaints about missed pickups, overweight collection vehicles and aging equipment. David Jacobs, Salinas public works director, said the franchise agreement caps Republic's annual rate increase at the consumer price index or a maximum of 4 percent and that the combined pass-through fees mean a typical residential customer would see roughly a $1.40-per-month increase (about 4.18 percent) under the adjustment. "This year's increase is maxed out at 4%," Jacobs said during his presentation.
