Town planner Carol D'Agostino presented a draft special‑events permit and application process at the Jan. 2 Centreville meeting aimed at consolidating road‑closure requests and event logistics into a single, consistent procedure.
D'Agostino said the draft compiles information town staff typically collects—police, public works and insurance needs—and would apply to one‑time and seasonal events such as the farmers market. “This is a draft for your input. So what we try to do is, put all the information that I typically sit down and talk to someone about when they say they wanna close the road and have an event, into 1 document and create a process that incorporates all the people who often are involved with this, the police department, public works,” D'Agostino said.
Council members raised the farmers market—a long‑running local event—as an example. One council member suggested formalizing the market as a town function so organizers could use town insurance and simplify permitting. D'Agostino and staff noted organizers can secure inexpensive event insurance through the town’s insurer marketplace (examples cited were roughly $75–$100 for sample events); she said the permit fee would mirror current park‑use fees because the council wanted to encourage events while managing liability.
Council and staff agreed to solicit feedback from frequent event organizers (Arts Council, farmers market organizers) and to finalize the form and outreach once edits are complete. The town will proactively notify regular event sponsors when the permit is finalized.
