The Lake Oswego School Board approved an amendment to the intergovernmental agreement with the City of Lake Oswego covering use of the Lake Oswego Recreational and Aquatic Center (LORAC).
Superintendent Dr. Adrienne Shealy (identified in the meeting) summarized the amendment. Because the pool opened later than originally expected, the district and city moved the district’s payment start date to Nov. 15 of the current year. The amendment sets the first district payment at $204,000, then $208,000 in the following year and $212,000 in the subsequent year; the agreement also references an additional repair/“sticky” fund (about $50,000 annually) that supports mechanical system response and ensures pool operation for district use.
Dr. Shealy noted the district will review actual operating costs with the city during fiscal year 2027–28 and update future fee calculations based on the first two full years of operation; the two parties agreed to complete that cost review before May 1, 2028, and update the agreement by July 1, 2028.
Director Wallen moved to approve the amendment; another director seconded and the motion carried by voice vote.
Dr. Shealy and board members said the arrangement remains more cost‑effective than rebuilding or operating a district pool, and the district will continue to monitor costs and the IGA’s implementation.
