Commission reviews claims, jail medical contract amendment, grants, personnel moves and public-works updates

Limestone County commissioners reviewed a series of routine administrative items and public-works updates at a work session, including claims totaling $3,763,586.18, a contract amendment for inmate medical services, three treatment-court grant awards, a payment-program agreement with TrivetPay and Walmart, budget revisions, personnel promotions and hires, and engineering updates on subdivisions and road projects.

The chairman presented the claims packet, then described a proposed contract amendment with Turnkey Health Solutions LLC for inmate medical services that would extend the county's existing agreement and run from November through Sept. 30 (year not specified). The chairman also summarized three grant awards for community corrections and treatment courts: a veterans court award of $14,169, a drug court award of $24,814 and another treatment-court award of $21,798. He said these grants are part of the county's annual awards and asked whether there were any objections.

The commission also heard a summary of a purchasing-account agreement with TrivetPay and Walmart to support invoice and in-store payments, and a budget revision for equipment totaling $8,600. The chairman announced personnel actions: promotion of Jesse Tyler from records technician/administrative assistant (effective the 3rd), transfer of Maria Trujillo from dispatcher to records and warrants, promotion of Molly Hamilton from tag-and-title clerk 2 to clerk 3, hires of Michael Ferguson and Jonathan White as deputy sheriffs (effective the 3rd), and hire of Ricky Fike as a corrections officer effective the 20th pending drug screening. The chairman said the items would be taken in one motion; no objections were recorded in the transcript.

County Engineer Mark Massey reported two subdivision items for consideration: Paula's Land, a minor preliminary and final creating one lot in District 1; and Stony Point Subdivision Phase 1, a final-major creating 44 lots in District 2. Massey said crews were performing final inspections on Stony Point and that paving work is underway in District 4 on Brembluff Road after delays caused by paver breakdowns; he said the shop expected the county's paver to be returned and delivered the evening after the meeting and that a replacement unit had caused additional delays.

Massey said the county had been awarded a safety grant for improvements at the Moyers, Malone and Lucas Ferry intersection. He also reported that the East Limestone Road roundabout project required a utility agreement with AT&T; the county had negotiated and returned the agreement to ALDOT and was targeting a January letting date with a March notice to proceed and an objective to avoid road closures until school ended in May.

Other business included approval to list a Dodge 1500 on GovDeals, removing a Cisco-branded printer (description not fully specified) from inventory, and transferring a 2011 Dodge Dakota from Information Technology to the courthouse fleet (the chairman said the vehicle had been in IT and was being reassigned). The chairman also announced local events and courthouse updates: AmVets Veterans Day activities on Nov. 11 (registration required by Nov. 6), new glass and magnetic locks being installed at the courthouse, and the recent addition of a Black Hawk helicopter display to the Veterans Museum.
