Hollywood Park council accepts low bid for six street and culvert repairs

The Town of Hollywood Park City Council voted to accept a low bid from D and D Contractors to repair culverts at multiple locations and to reconstruct the pavement at Donella Drive and William Clowson Drive.
The council approved a $257,954.71 bid during the regular meeting after the city engineer’s representative presented the bid tabulation and project scope. The work covers concrete underdrained paving at the Donella/William Clowson intersection and underdrained repairs at culvert locations on North Oak Drive, Sage Crest Drive, Sterling Browning and West of Trail Crest Drive, among others. The engineer said the bid came in near earlier preliminary cost estimates and recommended award.
The project design calls for removing failed pavement near concrete culverts, installing a PVC underdrain connected to the storm system, backfilling with compacted granular base and placing concrete pavement at the Donella/William Clowson location. Other sites will be repaired in staged halves with asphalt stabilized base and a final surface course. The engineer said a 43-calendar-day contract period was proposed; attendees discussed the likelihood the contractor could finish quicker on some parts of the work. Council emphasized the need for a preconstruction meeting and close coordination with public safety (fire and police) and SAWS (San Antonio Water System) on valve access and traffic control while the Donella/William Clowson intersection is closed.
Tom Graff, presenting for the city engineer, said the bid opening produced multiple offers and that the recommended amount was reasonable against the design estimate. Council members pressed staff on why the selected bid had been recommended, confirming the recommended bidder was the low responsive bidder and that the engineer would inspect construction for conformance to the plans and materials specifications.
Council approved the bid award and instructed staff to finalize contract documents, schedule a preconstruction meeting that includes SAWS and the mayor, and coordinate closures and emergency access with the fire and police chiefs.
Construction timing and coordination details will be finalized at the preconstruction meeting and in the signed contract; the council did not set a construction start date during the meeting.
