Jackson Public Schools awards lead-partner contracts for school and teacher supports

The Jackson Public School District Board of Trustees voted to award two requests for proposals to outside providers to support school and district leadership and teacher development.

The administration recommended awarding RFP 2025-04 for school and district leadership to The Kirkland Group, Lead Partners Instruction Partners, and CT3/EduServices. It also recommended awarding RFP 2025-05 for teacher supports to a slate of providers including The Kirkland Group, EduService/CT3, Kids First, International Solutions for Growth Group, Core Learning, the Center for Applied Linguistics and EL Engage. The board approved both recommendations after the administration presented the firms and scope.

Board members asked for additional outcome data tied to these lead partners; the administration said it conducts quarterly convenings and can provide performance data when contracts come forward for final approval.

The board moved and approved the awards by voice vote. Trustee Mitch moved the motion to approve RFP 2025-04, seconded by Trustee Figures; the same procedural motion and second were used for RFP 2025-05. The motions carried with all members voting in favor.

Administration officials said the partners will support district and school leaders and provide targeted teacher supports across four teacher categories: grades 3–12 teachers, English-learner supports, early childhood (pre-K–2) teachers and special educators. The contracts are intended to expand coaching, professional learning and alignment between district leadership and school practice.

Board members asked that the contract packages brought back for final approval include historical performance data and metrics used to score vendors so trustees can assess the expected impact.

The vote clears the way for the administration to finalize agreements and return recommended contracts to the board for execution.
