Cecil County board awards driver's education contracts, approves $355,761 operating budget amendment

Vendor awards: The board awarded CCPS bid number 25-10 for driver’s education classroom instruction. The district recommended and the board approved awarding instruction at Northeast, Perryville and Rising Sun high schools to Best Choice Driving School; instruction at Bohemia Manor and Elkton high schools was awarded to Lane Cam LLC operating as Drivers University.
Budget amendment details: Denise Sopa, chief financial officer, presented the April budget amendment at the May meeting. The amendment included restricted and unrestricted revenue changes and several donations and grants, among them a $98,500 Mitsubishi donation to support a summer machine-operator training program, a $5,000 Cecil County Health Department grant for tobacco-prevention programming, and grants supporting social-emotional programs and AP teacher training. Sopa also explained a technical accounting entry under GASB 87: the district recognized a right-of-use asset and corresponding lease liability for vehicle leases with a combined value recorded at $182,666 under the standard’s reporting requirements.
“I have to do an entry that shows the asset and the liability for the entire $182,666,” Sopa said, describing the GASB 87 lease-recognition requirement as a technical reporting entry rather than immediate revenue.
The board approved the $355,761 operating budget amendment as presented.
