Council delays Resolution 2025-1 and related appointment pending city-attorney review

Mount Pleasant City Council on Feb. 11 postponed consideration of Resolution 2025-1, which would create parameters and goals for a city special-projects employee, and postponed the related appointment of Paul Madison until the city attorney has reviewed the proposed resolution.

Council members said they had sent the resolution to City Attorney Kevin Daniels but had not received his written approval; multiple members expressly requested his review before moving forward. One councilmember said the resolution establishes guidelines for how a department manager would request and oversee use of a special-projects employee and that it would, in practice, constrain use through departmental approvals and finance oversight. Another member asked that legal counsel look at the document's legality and the city's authority to create the position as written.

Why it matters: Creating a special-projects employee would add a new personnel category and potentially change how the city hires for short-term, project-based work. Council members signaled they wanted legal assurance before approving the job parameters or appointing an individual.

Vote: Motion to postpone until the city attorney reviews the resolution was made by Randy and seconded by Paul; roll call recorded as ayes and the motion passed. A separate motion to postpone approval of Paul Madison as the special-projects employee carried by voice vote with multiple ayes.

Next steps: City Attorney Kevin Daniels was asked to review the resolution; city staff will return the item to a future agenda after attorney review. The council did not adopt the resolution on Feb. 11 and did not appoint Paul Madison at the meeting.
