The Water Resources Board approved an SSR engineering task order to advance design and bidding for the replacement of large manual butterfly valves at the water treatment plant.
Staff said the existing 24‑inch and 36‑inch manual butterfly valves are difficult to operate and no longer fully isolate the mains from the plant to Compton Road. Without functioning valves the utility cannot easily isolate sections of the system in the event of an emergency. SSR evaluated several options and staff presented the recommended approach for replacement. The SSR work will produce design documents and a bid package to solicit construction bids.
Staff estimated construction costs at approximately $256,000. Board discussion clarified that the task order is for the engineering/design work; final construction contracts will return to the board for approval after bids are received. A motion to approve SSR’s engineering task order carried by voice vote.
Staff said the recommended option was selected because of the compliance and operational risk associated with valves that will not shut and because access and safety needs drive construction requirements. The board instructs staff to proceed to bidding and to bring construction bids back for final approval.
