At its February meeting the Richmond City Board of Commissioners handled a series of routine and capital matters by unanimous vote.
Minutes - The board approved minutes for the special call meeting and regular meeting of Jan. 28, 2025.
Budget and grants - Ordinance 25‑04 (second reading) amended the FY2024–25 budget to add $200,000 in Community Development Block Grant receipts for Liberty Place (see separate article for details). The board voted yes on second reading.
Contracts and capital projects - Order 25‑27: The board awarded the July 4, 2025 fireworks contract for Lake Reba to Pyro Shows Inc. (Tennessee) for $25,000 and authorized the mayor to sign the contract. - Order 25‑28: The board accepted the low bid from SERVPRO of Richmond, Kentucky, to renovate the Lake Reba restroom interior (including optional new HVAC) for a total of $64,315.16; funding to come from the parks capital outlay buildings budget. The mayor noted the city had earlier budgeted $250,000 to tear down and rebuild the structure but is proceeding with renovation and retaining budgeted funds for other uses. - Order 25‑29: The board extended the bidding period for the sports complex playground equipment project from 21 days to 60 days to allow bidders more time to design and price the work.
Personnel and property - Order 25‑25: The board approved the hire of Chase Rummage as full‑time Administrative Assistant I for the Section 8 housing department, contingent on completion of pre‑employment requirements; effective 02/19/2025 and subject to a one‑year probationary period. - Order 25‑26: The board declared a list of police department items surplus (including vehicles and motorcycles listed in the attached property list) and authorized disposition via govdeals.com; staff noted items such as a Ford Crown Victoria, a Ford Focus, a Harley Davidson and a Honda Shadow on the surplus list.
Other - Ordinance 25‑05 and Ordinance 25‑06 (short‑term rental regulation and zoning) were adopted on second reading (see separate article for details). - The board voted to go into an executive session under KRS 61.810(1)(f) to discuss personnel matters and later returned to open session with no action taken on matters discussed in executive session.
