The Water Resources Board approved a task order with engineering firm WK Dixon to perform a professional assessment of city‑owned green stormwater infrastructure, board members heard.
Stormwater manager Josh Upson described the green infrastructure elements — vegetated bioswales and soil/rock reservoir features that treat the “first flush” of polluted runoff — and said the city has not had a comprehensive, deep assessment of these features despite some installations being in place for about 15 years. Staff told the board WK Dixon specializes in evaluating the effectiveness of stormwater control measures and previously assisted with the city’s stormwater controls manual.
The task order is a lump sum of $23,800 and will be paid from the department’s professional services line item. WK Dixon will meet with staff across departments — parks, schools and other groups that operate sites with these features — to document site constraints, maintenance needs and produce action items and recommendations.
Board member Sandra moved to approve the task order; a second was made and the motion carried by voice vote. Staff said WK Dixon is based in Knoxville and has a team member located in Franklin/Brentwood who will coordinate local inspections.
Staff will return with the assessment report and recommended action items after the inspections and internal meetings.
