Richmond accepts $200,000 CDBG award to support Liberty Place recovery services for women

Ordinance 25‑04 amended the CDBG fund to reflect $200,000 in unanticipated revenue and increased budgeted expenditures by account: $190,000 for public services and $10,000 for administration. Separately, the board adopted Order 25‑24 authorizing the mayor and city attorney to sign documents necessary to accept the award and to execute a subrecipient agreement with Kentucky River Foothills Development Council to operate the project and Liberty Place Recovery Center for women where feasible.
The order states the city will work with Kentucky River Foothills Development Council and seek additional funding sources should cost overruns occur. The board approved both the budget amendment and the acceptance motion unanimously on second reading; both measures are effective upon enactment and publication under applicable Kentucky law.
City staff did not propose additional budget changes tied to the grant at the meeting. The measures place responsibility on staff to finalize agreements and to coordinate program delivery with the designated subrecipient.
