Board approves ALC targeted-services application to bring Tower View under district control

The board voted to submit an Alternative Learning Center (ALC) targeted-services application so the district can bring Tower View programming back under Red Wing’s umbrella beginning Jan. 1 and prepare for a July 1 program start in the next fiscal year.
Emily Stiefelt, the district’s director of teaching and learning, told the board that last spring Tower View returned under Red Wing’s oversight and that staff recommended submitting an Alternative Learning Center (ALC) application plus a targeted-services application to bring programming back under the district and improve fiscal responsibility.
“Once that happens, we really consider doing an ALC and targeted service. It brings different programming back under Red Wing, and it is more fiscally responsible than maintaining just an ALP program,” Stiefelt said.
The board approved a motion to submit the applications; the motion carried on a voice vote. Stiefelt said the timeline discussed at the meeting anticipates administrative work beginning Jan. 1 with a program start tied to the next fiscal year’s July 1 effective date.
District staff said the ALC and targeted-services application will allow the district to house programs formerly managed outside the district in a way that aligns services and funding under district oversight.
