DULUTH, Minn. — The Duluth Public School District’s leadership presented a timetable on Jan. 14 for staff displacement and communications related to budget reductions, saying school and department leaders will notify affected employees in late January and follow that with formal letters on Jan. 31.
Executive Director Simone Zunich and other HR staff told the board the district had worked through timelines with the labor‑management committee and that the current schedule calls for final documents and position determinations to be submitted to human resources immediately following the Jan. 14 committee meeting so HR can complete placement and seniority calculations. Staff said principals will be asked to confirm that they have completed individual conversations with affected employees before the formal letters are mailed; the district expects those letters to be issued Jan. 31 and any workforce changes under this process to take effect July 1, 2025.
Zunich and Superintendent Magus emphasized that the timeline allows several months of notice and that the plan could change if other separations occur earlier in the spring. Board members asked whether site leaders would be required to confirm notifications had been completed before Jan. 31; staff said principals will receive lists of affected employees on Jan. 27 and will be asked to report back once conversations are complete.
Directors also said the district will host open‑house sessions for displaced staff to explain benefits, bargaining rights and re‑employment resources, and will provide written FAQs and possibly an explanatory video for employees who cannot attend in person. Labor‑management representatives said the district has worked with the Duluth Federation of Teachers and other bargaining units to coordinate the timing and ensure consistent messaging across schools.
District leaders said the process remains subject to collective‑bargaining procedures, rules on seniority and transfer, and potential changes if employees vacate roles for other reasons before the displacement notices are finalized.
