The Oxnard City Planning Commission on Thursday unanimously approved a special use permit authorizing on-site sale of beer, wine and distilled spirits for a rooftop bar at the Spring Hill Suites, 801 Town Center Drive.
Commissioners adopted the finding that the project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines for existing facilities and approved the planning and zoning permit as revised by staff. The commission’s approval included corrections requested by staff: the property owner listed in the resolution was changed to Tulip LP; the ABC license type was corrected to Type 47; the plan date in project documents was updated to 02/20/2025; and Project Condition 17 was revised to remove a requirement for locking refrigerators and to limit alcohol sales to 6 a.m. to 2 a.m.
"I put a lot of weight on the police officer's report or the safety report, just to ensure that, even if it's convenient, I want to make sure it's safe for anyone who's there," Chair Arejo said during deliberations. He said the report supported approval. Vice Chair Doctor Stewart moved the recommended action; Chair Arejo seconded. The roll-call vote was Vice Chair Doctor Stewart: Yes; Chair Arejo: Aye; Commissioner Connolly: Yes; Commissioner Nash: Aye; Commissioner Schulke: Aye. The motion passed 5-0.
Staff said the presentation was prerecorded and that staff provided a brief summary at the meeting. There were no public comments. The resolution approving the planning and zoning permit (permit identifier as listed in the staff materials) will be filed as part of the project record.
