Twentynine Palms planning commission votes to align leadership timing and city reporting with state law

The Twentynine Palms Planning Commission voted unanimously to find a proposed development-code amendment exempt from the California Environmental Quality Act and to forward a resolution recommending city council adoption that would change when the commission chooses its chair and vice chair and would align the city's required planning reports with state law.

The changes approved Wednesday would move selection of the commission's chair and vice chair from April to the first meeting in March following reappointments, and would defer the city's annual general-plan and housing reporting procedures to state statutory deadlines and content requirements rather than keeping locally specified dates and data requirements.

City planning staff said the code currently sets inconsistent dates: the development code states commissioner terms "end in February" while chair and vice-chair selections occur in April. Staff recommended the March timing so newly sworn commissioners would not wait two months for leadership selection. Staff also told the commission the city's local code sets a July deadline for the general-plan annual report and housing report, while state law places the deadline in April; staff recommended deferring to state law to avoid repeated local amendments when state requirements change.

Planning staff asked the commission to find the amendment exempt from CEQA, to adopt the resolution and to forward the recommendation to city council for final action. After the public hearing was opened and no members of the public commented on this item, the commission approved the staff recommendation by roll-call vote. Commissioners Garcia, Cruciat, Pahana, Vice Chair Keur and Chair Walker all voted "aye."

The item will next appear before the Twentynine Palms City Council for consideration and potential formal adoption of the development-code changes.

The commission's action will change internal timing and administrative procedures; it does not itself change substantive land-use standards. If the council adopts the forwarded resolution, the city's administrative timeline for annual reporting and for selecting commission leadership will be revised to match the language the commission advanced.
