Pedrine told the commission baking became “therapeutic” when she had downtime between jobs and that her plan is a small, part‑time operation rather than a full commercial bakery. “My intention with this…is not anything big full time, just more of a side hobby,” Pedrine told the commission. She said she does not anticipate customers coming to the house; most orders will be delivered or picked up at a mutually arranged location.
Staff reported the house is zoned R‑4 and no neighbor comments were received after mailed notice to properties within 300 feet. Commissioners asked about hours and the portion of the home to be used; staff confirmed the proposed use fits the home‑occupation limits and will require separate health‑department review.
Commissioner Rashid moved to approve PLZ‑25‑2004 with conditions 1–6 as listed in the staff packet; Commissioner Clough seconded. The motion carried unanimously on a voice vote.
Before opening the meeting to unrelated business, several commissioners congratulated the applicant and noted they looked forward to sampling baked goods once the necessary inspections are complete.
