Board reviews first-reading updates to 5000 series of district policies

District staff presented a first reading of proposed revisions to the Chatham County Schools policy manual 5000 series, undertaken with the North Carolina School Boards Association as part of a full policy audit.
Doctor Moran, a district policy presenter, told the board the 5000 series includes 14 policies for review. Most changes were minor (legal footnote updates or wording adjustments), some required larger revisions to align with legal updates, and some items would move from policy into regulation because they were procedural rather than legal requirements.
Doctor Moran highlighted several substantive changes. Policy 5022 (registered offenders) was revised to adopt a broader scope and a statutory definition of what constitutes a registered offender and to expand the definition of "school grounds." Policy 5030, described in the presentation as one of the more complex items, was streamlined by moving locally specific procedural language into regulations and by adding language recognizing that political parties have a statutory right to use school facilities for certain purposes. The presentation also noted that patriotic youth groups such as the Boy Scouts and Girl Scouts must be given priority for use of facilities if the school system receives funds to implement community school programs. Emergency-closing procedures were updated to explicitly require that school board members be notified in the event of an emergency closing, codifying an existing practice. Policy 5240 (advertising in schools) was revised to discourage advertising during instructional periods.
Doctor Jackson thanked staff and noted the board is about halfway through a multi-month review to update the entire policy manual. The presentation included a correlation chart that marked policies already updated (green), items not in the model (yellow), items recommended for repeal (red), and items the School Boards Association recommended for later consideration (orange).
No vote was taken; staff presented this as a first reading and requested questions from the board. Board members asked clarifying questions but did not take action on the policies during the meeting.
Staff indicated they will continue monthly reviews of policy sections until the full manual is updated.
