City staff updates: America First hillside work delayed, roundabout paving changed; Trader Joe’s and other commercial projects noted

At the Jan. 28 Riverdale City Planning Commission meeting, planning staff provided several construction and commercial updates affecting traffic and development in the city.
Brandon Cooper said the contractor for the America First Credit Union site has revised its start date for hillside stabilization and piling work to Feb. 10; staff warned that work “will be significantly loud” when it begins. Cooper said the contractor changed their access strategy to work from the top down, rather than building access roads from the bottom, to better manage moisture in the hill. The contractor had delayed work because of wet conditions and groundwater concerns.
Cooper also said a 30-inch Weber Basin water line crosses the 1500 New Road alignment near the roundabout and makes the tie-in difficult. To accommodate that utility conflict, the contractor plans to switch the pavement at the roundabout from asphalt to concrete so paving can proceed; however, Cooper said the remainder of the 1500 New Road alignment up to 4400 South likely will not be complete until next year. Staff said they have asked the contractor to maintain east–west access through the area, but local lanes will be reduced and traffic will be heavily impacted during construction.
Other project updates: Cooper reported visible progress at the Ken Garff site and at Panera; he noted framing at Coleman View Estates and said Mission Barbecue will begin soon. Staff also said there is new interest and an application inquiry for a Speedway site that had closed. Cooper said Trader Joe’s is expected to receive a building permit in the coming week, pending final paperwork.
Cooper mentioned the Ritter roundabout as a project hoped to be bid and awarded soon. Commissioners and staff also discussed retail vacancies: the former Bed Bath & Beyond space presently houses American Freight and appears to be closing; Thrive Appliances is closed; the large empty RC Willey/RC Willey-sized box remains difficult to lease due to size and owner expectations. Commissioners suggested smaller tenant splits, food-court-style concepts or entertainment uses as possible alternatives for large vacant retail space.
These reports were informational; no formal action was taken. Staff said they will continue to coordinate with contractors and utilities on traffic access and paving sequencing and will report significant schedule changes back to the commission.
