The Moscow City Council approved the consent agenda and unanimously authorized the city attorney to submit a claim on behalf of the city in the national payment‑card interchange fee class settlement.
The council voted to let the city participate in a class settlement arising from long‑running antitrust litigation over interchange fees charged to merchants who accept Visa and Mastercard. A staff speaker said the settlement totals about $5,500,000,000 and that the city qualifies for the claims period Jan. 1, 2004, through Jan. 25, 2019. The speaker said staff will need to provide records to the class administrator, which will calculate any payment due to the city.
The resolution gives the city attorney authority to opt in and to supply merchant records for the claims administrator’s review.
