Applicants report Submittable glitches; CTC staff to press for fixes and add application prompts

Multiple attendees and staff used the Oct. 16 central workshop to surface technical and process issues with the Submittable application platform and to propose small changes to help applicants and regional reviewers.
Platform problems raised: attendees and staff reported several user-experience and evaluative issues, including the application jumping to the top of the form while editing; difficulties downloading or opening attachments; uploaded attachments not appearing reliably in the application; and difficulty printing or viewing the full text entered in some fields.
Staff response and fixes: staff said the Submittable team has addressed some items and is working on others. Notably, the save feature now auto-saves application progress every 30 seconds or when a user clicks outside a form field; staff said they will continue to push Submittable to add better printing, easier access to individual attachments and improved evaluator download workflows for score forms and consensus scoring.
Application-process clarifications: Anya Allenbaker said the guidelines language was updated to state that “the commission will screen out and not score applications that are not an active transportation project and those applications that use the incorrect application type.” Staff said they will re-check Submittable screening questions so applicants who answer preliminary questions correctly are led to the correct application type.
Requests from regions and staff actions: participants asked that the Submittable technical-assistance contact be included in the call for projects and that staff publish a Q&A or cheat sheet to encourage applicants to report glitches promptly. Regional representatives described workarounds used in prior cycles (for example, assigning applications to MPO staff or downloading applications and sharing via OneDrive). Staff agreed to follow up with Submittable and to provide clearer instructions for regional reviewers and evaluators.
Prompts for coordination: staff said they will consider adding a non-scored background prompt in the application asking whether applicants have coordinated with local transit operators where transit is present along a project corridor. This would be a prompt, not a scored requirement.
Ending note: staff encouraged applicants to report platform glitches immediately so the Submittable team can investigate and fix them during the application window, and to request site visits and application debriefs when helpful.
