During review of draft meetings policy 006 on Oct. 7, committee counsel and members highlighted a provision — retained in the draft policy — that allows an individual board director to place a motion or resolution on the agenda. Counsel described the language as "very, very unique" and said it is not typical for policy drafts in other districts.
Attorney D'Azzio explained that the usual practice is for the superintendent, in consultation with board leadership, to prepare the agenda and that the majority of a board can vote to place an item on the agenda. The provision that allows a single director to unilaterally add items prompted questions about whether the district should retain it; one participant said it has been part of the district's policies historically but should be reconsidered.
Committee members agreed to remove (scribe out) the language that permits a single director to direct agenda inclusion before the policy moves forward. The draft also consolidates statutory meeting requirements (quorum, presiding officer role and notice rules) and clarifies administrative practices such as approval thresholds for contracts (discussed in a separate procurement policy item). The committee moved the revised meetings policy forward for board consideration with the single‑director provision removed.
