Pasadena City Council approves series of ordinances, contracts and donations in routine business

The actions were taken during the council's routine business portion of the meeting, which included approval of minutes, progress payments and personnel items before the body heard public comment.
Votes at a glance: The council approved final readings for Ordinance 2025-192 through Ordinance 2025-205 after a motion and second; the motion carried. On first readings the council advanced Ordinance 2025-206 through Ordinance 2025-211 and additional items listed by the city secretary, including contracts and appropriations. Among first-reading items the council reviewed: a $216,000 agreement with LJA Engineering Inc. for MS4 permit compliance and related services; a $240,000 agreement with LJA Engineering Inc. for regulatory compliance and grant assistance; and an amendment to the city’s agreement with Paymentus Corporation for card processing services. The council also authorized purchases for library summer reading incentives, field netting at Starkey Field, and procurement of vehicle barrier systems through a General Services Administration contract.
Council accepted multiple in-kind and monetary donations by resolution, including small-ticket items and checks of $500 and $1,000 designated for Volunteer Pasadena and the Pasadena Food Drive.
Council procedural votes: the council approved the minutes (motion by Councilman Styron, second by Councilman D'Estrada). Progress payments and finance resolutions were approved; the mayor announced an abstention from a payment to Dowpipe and Fence Supply during the finance vote. Personnel changes were approved after a motion by Councilman Guerrero and a second by Councilman Fuschler; the record notes one stated opposition on that personnel item but does not name the opposing member in the minutes.
Council discussion on first-reading items was brief. Councilman Horadio stated he would abstain on two items identified by the city secretary as items C and D (the LJA engineering appropriations). After the vote the city secretary noted the abstentions and the motions carried.
