CTC report: active transportation program has programmed more than 1,200 projects, nearly 500 closed out

The California Transportation Commission released its 2025 Active Transportation Program (ATP) status report, which staff presented as an informational item at the Merced meeting.
The report summarizes program milestones through fiscal year 2024-25 across seven funding cycles and the ATP's multiple components: statewide, small urban and rural, MPO programs, a quick-build pilot program and a greenhouse gas reduction fund component.
According to staff, the Commission has programmed over 1,200 ATP projects, delivering about 1,546 miles of bike facilities, nearly 29,500 crosswalk installations or enhancements, and 174 multi-use trail miles or trail improvements. Staff also reported that almost 500 programmed projects have been fully closed out, meaning the implementing agency completed the work and submitted final delivery reports.
The report was prepared in collaboration with Caltrans Division of Local Assistance and regional partners; it includes allocations, allocation time extensions, scope changes, and executed baseline agreements. Staff said the 2025 status report will be posted on the Commission's website and provides greater transparency by including completed projects in a separate section for the first time.
Commissioners and staff noted that ATP funds all project phases from environmental review through construction, and they applauded the number of completed projects given the program's inclusion of early project phases.
