The Department of Planning and Zoning presented the annual housing unit allocation chart (CR114-2025) and defended how the chart uses HOCO by Design allocations and a rolling-average provision; councilmembers pressed DPZ on the practical effect of activity-center allocations and whether the general plan map was illustrative or definitive.
Jeff Brownell, chief of DPZ's research division, said the housing unit allocation chart is based on allocations in the general plan (HOCO by Design) and adjusted each year by the rolling average provision. He told the council the APFO regulations call for both the school capacity chart and the housing allocation chart to be adopted once per year for predictability, and DPZ recommended approval.
Councilmember Young (Miss Young) questioned whether the —OCO by Design map's activity-center outlines were only illustrative during the plan debate and whether DPZ is now treating them as definitive designations that allow applicants to claim activity-center allocations. Brownell said the adopted plan contains a clear map that outlines activity centers and that allocations are designated by those mapped areas. The exchange grew tense, with Young saying earlier testimony and public discussion had described the map's circles as generalized suggestions; Brownell said the plan's map is sufficiently specific to designate allocations.
Next steps: The chart was presented at public hearing and councilmembers discussed follow-up at a work session to reconcile plan interpretation, mapping and allocation processes.
