Staff described the site's review history: the board placed a stay of demolition on the property at a prior meeting, the applicant presented a longer-term visioning process in December and met with the planning director and development review manager to discuss rezoning and other land-use pathways. Historic preservation planner Marcy Gerwing told the board that the applicant is pursuing a broader redevelopment vision that likely involves rezoning outside the immediate preservation procedures.
Gerwing said the board previously hosted a site visit and has two options at a formal hearing: lift the stay and approve a demolition permit, or initiate landmark designation, which begins the city—s designation process. "Tonight is a scheduling decision," she said, noting the stay expires March 19 and the board has the March 5 meeting available to take action.
Board members discussed whether additional meetings with the applicant would be useful before March. Some members said they felt the December presentation was comprehensive and that staff could present a written report summarizing remaining initiation criteria; others hoped an additional pre-hearing meeting might help explore preservation or partial-preservation options. Gerwing said staff would follow up with the applicants to gauge whether another meeting would be productive and, if needed, schedule a site visit before March 5.
Board member Ronnie Palusio moved to schedule an initiation hearing for 2425 Colorado "to consider whether to initiate designation or issue a demolition permit." John Decker seconded; a roll-call vote was unanimous.
