Residents urge greater HRC visibility; commission votes to ask borough council for annual update

Two public commenters used the meeting to press the HRC on visibility and to ask how residents can seek redress.

Wanda Hunter, a Carlisle resident, asked about a "partial term" listed on the commission website and whether the MEI had been shared with borough council. Amy, the commission staff member, said the HRC does share MEI results with council by email and in annual planning but that the annual public update meeting has not consistently occurred. "We do still share the results with council... it's sent out in an email," Amy said.

Amy also confirmed the commission is seeking an alternate member to be appointed at the upcoming workshop meeting and noted Morgan Goodling's term is expiring this month.

Public commenter Elijah Day described barriers that keep people from participating in civic meetings. "It's because of economics. That is what's holding my community back. It's very simple," Elijah said. He said many residents lack time to attend meetings and that some community members are unaware the HRC exists. The commission responded by explaining the complaints process and encouraging formal submissions: "We have an official request complaint, form on the website," Amy told Elijah.

The commission took one formal action related to outreach: a commissioner moved and another seconded a motion to nominate Maddie to contact Patricia Blair, the borough secretary, to request placement of an HRC report on a future borough council agenda. The chair called for a voice vote and the motion passed. No roll-call vote or tally was recorded in the meeting minutes.

Meeting business earlier in the agenda included approval of the November minutes by motion and voice vote and the meeting concluded with a motion to adjourn that also passed by voice vote.
