Councilors and staff treated the session as a high-level direction-setting exercise rather than a detailed budget review. The discussion grouped priorities under the community plan goal areas and tested a simple “A/B/C” prioritization approach. Councilors repeatedly said the session should remain high level so staff can translate direction into specific decision packages at later budget work sessions.
