The Richmond Planning Commission approved a location, character and extent submission for a temporary bus boarding platform and related curb‑treatments at the southeast corner of Browers Lane and Mechanicsville Turnpike as part of the city’s Richmond Connects lighter‑quicker‑cheaper program. The approval includes the platform, a removable concrete planter and delineation using flex posts; commissioners added conditions requiring staff to report back with monitoring results at one month, three months and twelve months after installation.
City staff from the Office of Equitable Transit and Mobility and Department of Public Works presented the project as part of a corridor‑scale traffic‑calming initiative identified in the Richmond Connects engagement process. Staff described community outreach that flagged unsafe crossing and speeding in the corridor and said the platform was intended to (1) provide an accessible boarding location for GRTC buses, (2) accommodate curb‑extensions and shortened pedestrian crossing distances at adjacent intersections, and (3) slow turning and approach speeds. Staff showed a 3‑D mockup of a 5.5‑inch‑high recycled‑plastic platform ~35 feet long with a detectable‑warning strip, a 2 ft x 8 ft removable concrete planter at the south end and about 20 feet of flex posts.
GRTC staff said the platform solves a recurring operational problem where curbside parking prevents buses from pulling up to a curb and creates unsafe merging or passing by motor vehicles; GRTC cited comparable locations where buses routinely stop in the travel lane without causing centerline crossovers. City staff and outside examples (DC, New York) were cited demonstrating crash and injury reductions on corridors where similar treatments were installed.
Public testimony included several organizations and residents in support (Partnership for Smarter Growth, RVA Transit advocates, Sports Backers, community commenters) and residents urging caution and close monitoring; speakers emphasized pedestrian safety, accessibility and the need for post‑installation evaluation. Several speakers urged at least a three‑month observation period; staff offered monitoring at one month, three months and 12 months and said centerline hardening (flex posts in the centerline) remained an option if field observations indicated vehicles were illegally passing stopped buses.
The commission approved the installation with the reporting conditions and noted the approval covers only the platform/planter/striping elements (location, character and extent). Staff will return with monitored speed and operational data, and the commission retained authority to request additional mitigation measures including centerline hardening after review.
