Council approves annexation and CG zoning for Overland restaurant site after debate over piecemeal development and future connectivity

The City Council voted 5–1 on Jan. 28 to approve annexation of a small parcel along Overland and Topaz into Meridian with CG (General Commercial) zoning and a development agreement allowing a multi-tenant building that will include a Vietnamese restaurant (application H2024-0053).

Planning staff opened the continued public hearing and summarized that the applicant had supplied concept drawings showing temporary access through the neighboring church property and future access possibilities from the adjacent parcel to the east. "The applicant is requesting a revised change ... to require the ingress/egress easement on the church property to be temporary until such time as the adjacent property to the east redevelops," staff said. The applicant asked the council to accept slightly revised condition language that would allow the existing house to retain access through the church property until the eastern parcel redevelops; at that time the easement would terminate and access would shift to the alternate connection.
