Cumberland County commissioners on Jan. 9 directed staff and the Finance Committee to study and make recommendations on targeted recruitment and retention incentives for detention officers and lateral transfers to sworn positions.
Commissioners described recruitment and retention pressures: the detention center had approximately 162 authorized positions with only 66 filled at the time of the meeting, and the sheriff’s office reported significant vacancies among sworn positions. Commissioner discussion emphasized both short‑term incentives (signing or retention bonuses to attract lateral transfers and to reduce turnover) and longer‑term supports such as childcare and wellness access that could influence retention.
As a framing example for committee study, one commissioner suggested a $150,000 bonus pool targeting detention officer retention and a $200,000 pool to recruit lateral transfers, but commissioners left exact financing, program design and eligibility to the Finance Committee and county staff. The board voted unanimously to refer the matter to the Finance Committee, with direction that the sheriff work with HR to draft program criteria and that staff identify potential funding sources; committee review will include feasibility, budget impacts and recommended eligibility rules.
