Commission transfers additional funds to White Flag winter shelter program for 2025 season

Cumberland County commissioners on Jan. 9 approved a transfer of funds to expand capacity for the county’s White Flag winter shelter program, which provides emergency shelter and services during extreme weather.
Staff requested authorization to move funds from the county’s Nonprofit Assistance Project into the White Flag program to ensure enough capacity for the remainder of the 2025 winter season. Chief of Staff Bridal (presenter) said the White Flag program plays “a critical role” providing emergency shelter and protection to people experiencing homelessness during extreme weather and that the supplemental allocation will ensure continuous operations.
After discussion about seasonal demand and the program’s invoicing model, the board voted unanimously to approve the transfer and the related budget amendment; staff said the nonprofit assistance project has sufficient funds to cover the increase and that invoices will track actual usage.
