The Brunswick County Board of Commissioners took multiple formal actions on Oct. 20. Key votes with short descriptions and outcomes follow.
Sewer-use ordinance amendments — approved
County staff proposed targeted amendments to the sewer-use ordinance to clarify connection rules and permit director discretion for some connections beyond 300 feet from a sewer main. The revisions also introduce limited exceptions (for small subdivisions formed by will or family-lot divisions and for pre-11/01/2025 lots) related to low-pressure sewer permitting. The board held a public hearing and approved the proposed changes.
Southeast area / St. James water infrastructure — contract price amendment approved
The board authorized the chair and clerk to execute contract price amendment No. 1 with the design-build team (State Utility Contractors with CDM Smith) establishing a guaranteed maximum price (GMP) of $2,153,500 for water-infrastructure work to improve flow and pressure in and around the St. James area. The approved scope includes a connection to address a gap on the 211 water line and interconnections inside the St. James development; one planned line extension for Middleton Road was deferred pending easement and permitting resolution. The board approved the GMP and noted that St. James had contributed $1,900,000 toward the project.
Convenience-site fee adjustments — approved
Under a contract provision that allows CPI adjustments, the board approved the contractor’s request to apply the consumer-price-index adjustment to convenience-site fees. Staff negotiated precise rounding and applied math-based adjustments so many common fees remain unchanged or rose only modestly (for example, a full truckload of construction/demolition debris moved from $80 to $85 in the presented schedule). The contract runs through June 30, 2028.
Operation Greenlight for Veterans proclamation — approved
The board adopted a resolution designating November 2025 as “Green Light for Veterans” month in Brunswick County, encouraging residents and businesses to display green lights in windows as a salute to service members transitioning from active duty. Commissioners approved the proclamation by unanimous voice vote.
How the board voted
Most items passed by voice vote after public hearings or staff presentations; an exact roll-call tally was not recorded in the meeting audio for these items. Staff will publish final ordinance text and contract documents following clerk execution and administrative processing.
Ending: County staff will implement the ordinance changes, finalize the GMP contract documentation and post updated convenience-site fees at county sites; the board asked staff to provide follow-up details on staffing and warranty timelines where applicable.
