Bedford approves $300,000 participation for traffic signal to support planned H-E-B store; Euless to fund water-line relocation

The Bedford City Council on Feb. 25 approved a resolution authorizing the city manager to execute an economic development agreement with H-E-B Grocery Company and the City of Euless that commits Bedford to participate with up to $300,000 toward required traffic signal work for a planned H-E-B store on property identified as Glade Park South Addition Block A Lot 1.
City Manager Andrea Roy told the council Bedford's participation is one part of a joint package: Euless will contribute $300,000 for relocation of a water line on the site while Bedford will cover half the cost of a new mid-block traffic signal on Cheek-Sparger Road. Roy said both cities negotiated the amounts and tied reimbursement to defined construction milestones; the city's reimbursement will not be made until the grocery store receives a certificate of occupancy and is opened.
The city's agenda described the action as an economic development program under chapter 380 of the Texas Local Government Code. Roy said the site work includes a left-turn lane into the store and an extensive deceleration lane on Cheek-Sparger, and that the project's grading and retaining-wall requirements are substantial. At the council meeting, Roy said the Euless council had already approved the Euless share in February and Bedford's action was essentially the corresponding Bedford approval.
The motion to approve the agreement was made by the mayor and seconded by Council Member Donovan (second recorded in the transcript). The council voted unanimously to approve the agreement.
Roy said the economic development fund will be the source of the Bedford reimbursement and that the reimbursement is subject to the store being built and operational, and to the city's standard documentation and billing procedures. No payment will be made if H-E-B fails to meet the construction and opening conditions specified in the agreement.
