Committee approves multiple road cost-share agreements and a pavement-preservation contract modification

The county’s roads department presented a package of local cost-share agreements and a contract modification for the annual pavement-preservation program; the committee unanimously approved the items 12–0.

Items approved included a cost-share agreement with the City of Sterling Heights for continued operation and maintenance of a traffic-control device on Raven Road (county share estimated at about $2,000 annually), a Chesterfield Township rehabilitation project for Sugar Bush Road (total project cost $1,654,000; county contribution $299,975), a St. Clair Shores reconstruction at 10 Mile Road and Little Mac (total project cost $258,560; county share described as $129,280), and a Harrison Township rehabilitation of Jefferson Avenue (total project cost $2,169,600; county contribution $391,122). The presenter said the federal-local split for several projects is 80% federal funds for construction with the remaining local share split 50/50 between county and municipality as applicable.

The committee also approved a contract modification to the 2024 pavement-preservation program to add $1,027,389.70 of additional work under an existing contractor at existing contract pricing using savings realized from other projects that came in under budget.

Commissioners asked about coordination with schools and bus routes for projects that border school sites; roads staff said they would coordinate schedules and provide timeline details to commissioners on request. Staff also explained how the county participates in SEMCOG's TIP and a Federal Aid Committee process to allocate available federal transportation funds across a multi-year TIP cycle.

All items were recommended to the full board and approved in committee by a 12–0 vote.
