Legislature disapproves three county executive appointments amid transition

The Jackson County Legislature voted Monday to disapprove three appointments made by the outgoing county executive.
Legislator Sean Smith moved to disapprove the appointment of Oneta Templeton to the Children’s Services plan (executive order 2517). The motion to disapprove passed 5–4. Legislators then voted to disapprove Cheryl Coulter as director of finance (executive order 2516) by the same 5–4 margin. The Legislature also voted 5–4 to disapprove Gail Overly’s appointment to the pension board; legislators said the actions were intended to allow the incoming county executive an opportunity to make those long-term staffing decisions.
Legislator Sean Smith said the votes were not personal objections to the nominees but were motivated by procedural considerations and the transition underway in county government. Some legislators noted that appointees remain eligible for future selection and that a new executive could replace or confirm appointees as needed.
There were no immediate replacements named at the meeting. County staff noted that interim or acting directors could continue operations while the legislature and the incoming executive finalize longer-term appointments.
