Board approves IGA with Soil & Water Conservation District to continue weed coordinator funding

The Jefferson County Board of Commissioners voted June 15 to continue a multi-year partnership with the Jefferson County Soil & Water Conservation District (SWCD) that funds a weed coordinator position. The signed intergovernmental agreement increases the countys reimbursable contribution and includes a 6% annual escalator for subsequent years.
Public works director Matt Paulson told the board the program began as a pilot partnership in recent years and had produced “important on-the-ground work.” The new IGA increases county support by roughly $1,000 per month compared with the prior agreement; Paulson presented a side-by-side comparison of the countys cost if the position were a county employee versus the IGA model.
Commissioners pressed staff on accountability and supervision: the IGA contracts with SWCD as the employer, so SWCD staff manage the employee; county directors said they would provide program direction but do not have direct disciplinary authority over SWCD employees. Commissioners asked for a follow-up meeting within three months to review implementation, oversight arrangements and program performance data.
The board voted to approve the IGA and asked staff to provide additional oversight language and a short-term check-in schedule with SWCD leadership.
