The committee held confirmation hearings and then voted to recommend that the Senate approve two gubernatorial appointments to the State Board of Tax Appeals.
Kristin Wheeler, identified in testimony as the current chair of the Board of Tax Appeals, described her more than three years on the board and introduced staff members present, including Tom Brown (chief hearing officer) and Virginia Ginger Powell (accountant member). Wheeler said she had worked to improve board processes and offered to answer committee questions. After brief questions the committee considered the appointment. Senator Peck moved that the committee recommend the Senate approve and consent to the governor's appointment of Kristin Wheeler to the State Board of Tax Appeals pursuant to K.S.A. 74-24-33 for a term expiring Jan. 15, 2029. The motion, seconded by Senator Peterson, carried by voice vote.
Tom Brown Jr. appeared and described his long tenure at the Department of Revenue and administrative appeals, his role as chief hearing officer since June 2020, and his prior experience in tax administration and hearings. Following brief questions, Senator Peck moved that the committee recommend the Senate approve and consent to the governor's appointment of Thomas Brown as chief hearing officer of the State Board of Tax Appeals pursuant to K.S.A. 74-24-33 for a term expiring Jan. 15, 2029. The motion, seconded by Senator Ware, carried by voice vote.
Both committee recommendations will be sent to the full Senate for final confirmation action under K.S.A. 74-24-33.
